SF Housing Agency Uses 'Sunshine' to Check Critics

In what is seen as an unprecedented turnabout move, the legally and financially troubled San Francisco Housing Authority has used the city’s Sunshine Ordinance to investigate a nonprofit group that has challenged its handling of public housing and tenant evictions, demanding “all documents” from other city agencies and the group’s funders regarding whether the Housing Rights Committee of San Francisco is in compliance with the law. And according to Larry Bush’s story in CitiReport, some of the agency’s housing stock is so decrepit that homeless refugees displaced by Hurricane Katrina turned down offers of shelter there.

Francke is a 1967 graduate of the University of Notre Dame and a 1979 graduate of McGeorge School of Law, University of the Pacific. Prior to his legal career, Francke worked as a weekly newspaper editor and in military and local government public affairs positions.
