The National Law Journal reports that the nonprofit Center for Auto Safety has sued the National Highway Traffic Safety Administration (NHTSA) under the Freedom of Information Act (FOIA) for release of records including a study that shows the relationship between cellphone use by drivers and traffic fatalities.
Clarence Ditlow, the center's executive director, said that in 2003, then-Secretary of Transportation Norman Mineta drafted a letter based on the study to every governor urging them to take action against both hand-held and hands-free cellphones. The letter was never sent and the study was buried, he claimed.
