A 2011 state-sponsored gathering of a “stakeholder” group invited to address reconciliation of environmental concerns with fishing and other commercial activity along California’s north coast was not governed by the Bagley-Keene Open Meeting Act and had the right to banish as a trespasser  a video journalist who recorded segments of the session and asked an unwelcome question, a judge has decided.
