Judge: Marine Life ‘Stakeholder’ Workshop Not Public

A 2011 state-sponsored gathering of a “stakeholder” group invited to address reconciliation of environmental concerns with fishing and other commercial activity along California’s north coast was not governed by the Bagley-Keene Open Meeting Act and had the right to banish as a trespasser a video journalist who recorded segments of the session and asked an unwelcome question, a judge has decided. Francke is a 1967 graduate of the University of Notre Dame and a 1979 graduate of McGeorge School of Law, University of the Pacific. Prior to his legal career, Francke worked as a weekly newspaper editor and in military and local government public affairs positions.
