OPEN GOVERNMENT — Listen to Governor Arnold Schwarzenegger telling a radio interviewer he would have no problem having meetings of the "Big 5" on budget negotiations recorded or televised, and would even prefer to work in a glass structure so people could watch him on the job all the time.

Prior to his legal career, Francke worked as a weekly newspaper editor and in military and local government public affairs positions.
