OPEN MEETINGS -- If a city council uses a closed session concerning the performance of the city manager to compile a confidential list of questions to ask him orally in a coming performance review, and if he then shows up with written answers to the question list, did whoever leaked the list to him violate the Brown Act?  That's the question one councilman is asking in Red Bluff, reports the Daily News.  The city attorney says no violation, and the city manager and mayor say "No comment."
