The Modesto Bee reports that a federal judge in Fresno has ruled that Kevin Borden can continue preaching while his civil case against the city advances.

But city attorney Susana Alcala Wood said the city hasn't been doing anything for months that would impede Borden's free expression. Organizations and businesses are allowed to rent the plaza for special events and that practice continues. Until this past spring, Brenden Theatres had been renting the plaza, apparently with the intent of preventing Borden from bothering theater customers.
