Take a look at this agenda of the Santa Monica-Malibu Unified School District,Board of Education Meeting, September 22, 2011:

It does NOT give the public the opportunity to comment on a slew of items contrary to the Brown Act. Hopefully someone will do something about this.

I see several portions of the agenda noting the public's right to comment, but none restricting it. Can you specify the language you're referring to?
My apologies for responding after so long. I am referring to to the absence of language that allows the public to comment. For example:
"II. PUBLIC COMMENTS FOR CLOSED SESSION ITEMS ONLY", which is meant for item III, the closed session, only.
I would interpret this to mean that the public cannot comment on agenda items IV, V, VI, VII, …. There is no other indication in the agenda prior to those items, other than item II, that says that the public can comment.
I thought that the agenda must explicitly give the public the opportunity to comment on each and all items, and this, for example, can be done via an item described simply as "Public Comment". But item II above restricts public comment to only one item, leaving the rest hanging.
